Lately, many questions have been asked about which Pokémon being in which tier and such. So, I decided to post a list of all fully-evolved Pokémon in their tiers so that everyone can see which Pokémon belongs in which tier. Note that there's no such "official" list and it is just based on what most players believe. So, let's get going.
1. Ubers:Ubers are those Pokémon the stats of which are way too powerful when compared to the ones of normal Pokémon. Usually, Ubers have excellent movepools as well as not so important weaknesses. Ubers are only allowed in Uber battles and you should avoid using them in standard ones.

Although Ho-Oh and Rayquaza have a 4x weakness to Rock and Ice respectively, they are classified as Ubers due to their huge stats and quite vast movepools. Latias and Latios are classified as Ubers regardless of them holding the item
Soul Dew. Wobbuffet is an Uber due to its trait,
Shadow Tag, its huge HP stat and its ability to learn Counter, Mirror Coat and Encore, all in one.
2. Over-Used / Standard (OU):The OU tier contains the Pokémon that somebody would expect to see in a standard battle where Ubers are banned. These Pokémon have quite good stats and most of them can use their stats well along with their movepools. OU Pokémon are allowed in standard battles, what we call "OU Metagame", and up.

Many players consider Tyranitar as an Uber due to the new effect that Sandstorm gained in D/P, raising its Special Defense instantly. But, unless stated, Tyranitar still counts as an Over-Used Pokémon due to its 4x weakness.
3. Borderline (BL):The BL tier contains those Pokémon that are a little less powerful than OU ones but still can easily defeat the UU (see below) ones. These Pokémon are allowed in BL battles and up.

You may ask "Hey, why's Shaymin here? It has 600 base stat sum, same as Mew and Manaphy!". And I'll just say that apart from Aromatherapy and Leech Seed, this Pokémon can do nothing. It can't even learn U-Turn or Baton Pass as Celebi can.
4. Under-Used (UU):Under-Used Pokémon are those who are not so powerful and cannot be used effectively in standard battles. Note that this applies to the Pokémon as a tier. For example, Mightyena can beat Alakazam and Azelf from the OU tier but has really few chances against the other ones. These Pokémon are allowed in UU battles and up.

If you are wondering why Regigigas is in the same tier with Raticate and Rotom, all I have to say is try it out. Its trait,
Slow Start makes it totally useless in my opinion.
5. Never-Used (NU):This tier consists of the weakest and most rarely seen Pokémon in cometitive battling. Low stats and horrible movepools are the main characteristics of NU Pokémon. These Pokémon are allowed in all matches but really don't expect to see many of them out of NU battles.
